This is probably a stupid question but does your pony need to be a pony? My daughter wants to go but the only horse that we have that has suitable temperament happens to be a 16hh maxi cob.
 
Plenty of pony clubbers will be on horses, the only issue may be if your daughter is on a very large horse in a group of tiny ponies trying to do games when she may be at a disadvantage.
 
No there is no height limits at pony club. The only time that you so find problems are when some clubs run jumping events where age & heights apply (ie, 10 & unders on 12.2hh, 14 & unders on 13.2hh etc.) This is only with some club competitions & does not apply to area comps or rallies. As long as she is in control, I would rather have kids on bigger horses that behave themselves than some of the ponies I have to contend with!

It can cause a few issues with jumping (distances etc) but the instructor will just have to deal with that in a lesson - might be an issue in club competition though.

My 10 year old son is currently on a 14.2, which is already the biggest pony in his ride, and at home he rides one of mine which is 16.1, and since I have no intention of buying yet another horse in between those sizes, he will be taking horses to PC in a couple of years' time :)
 
We have a member who is 12 & rides her mums 16.2hh as its much more calm & safer than her own pony :D they get on great & are one of our reliable partnerships for team jumping xx
