I thought that a Junior was up to 13 and Senior is the rest. For RC its up to 16 your a Junior.

pony club also take your age as it is at the 1st of january, so if you were 16 in july you would still compete as 15 for the rest of the year

I think it changes at 16, which is the age you can join a iding club instead.
