For what reason has the rider been denied inclusion in teams - UK PC rules state that to qualify:-
All horses and ponies must have genuinely participated at a minimum of 3 working rallies since 1st July in the previous year, one of which must have been in the current year, with a Member of The Pony Club. Rallies must be advertised at least seven days prior to the date of the Rally, and organised by Branch Committees or Centre Proprietors.
6. All riders entered must be active members of the stated Branch or Centre of The Pony Club who have participated at a minimum of three working rallies of this or their previous Branch or Centre since 1st July in the previous year, excluding team practices and coaching, and Rallies must be advertised at least seven days prior to the date of the Rally. Attendance at camp counts as one working rally.

From Pony Club rulebook 2014:
Members wishing to transfer between Branches are actively discouraged from doing so, as the Equestrian Council believes transfers are not in the best interests of The Pony Club as a whole.
A Member who changes Branches, other than because of a permanent change of residence, may not compete in any Championship qualifying competition as an Individual or Team Member for fourteen calendar months from the date of transfer. Any transferred Member ineligible under the fourteen month rule to compete at an Area qualifying competition shall not be eligible to compete at the later stages of the competition in the year that the ban expires. This does not apply to any Dengie dressage or Dengie show jumping competitions.
On permanent change of residence, however, into another Branchs district, a Member may choose either to remain with his existing Branch or transfer to the Branch into whose district he has moved. Provided he requests a transfer within twelve calendar months of the change of residence, the fourteen calendar month ban on competing in any Championship qualifying competition or Championships will not be imposed. Equally, if a Member changes Branches within 12 months of first joining The Pony Club, he may do so without the imposition of a ban.
If the transfer is requested because the Branch to which the Member currently belongs does not offer the opportunity to take part in Mounted Games, Polo or Polocrosse at any level, be it rallies, friendly competitions or Area Competitions, the 14 month rule will not apply to those disciplines, but it will apply to those other disciplines in which he could have taken part.
