Pony pulling down onto bit

Hi all,
My daughters pony has developed a problem of throwing her head down whilst being ridden in walk, this pulls my daughter forward and off balance. Pony chews on the bit a little (french link snaffle on a comfort bridle) but doesnt salivate at all. she just seem to put her head down and throw it forward, almost saying 'come on lets go'....I tried a flash on her but this has had no effect. Its a bit wearing for my daughter as she has to keep pulling her head up. I did think about her riding her in a daisey rein to stop her getting her head down too far.
Its not her back or teeth as they are checked regularly
anyone experienced anything like this or got any advice?
 
My old pony used to do this and i never knew why. She was a very lively thing and wanted to gallop everywhere.

My horse i have now does it to when im standing him still. But as soon as i move him forwards he stops. I put it down to impatients. Dont know how to solve it thought im affraid sorry!

It is sooo frustrating though i can relate to your daughter.

how old is your daughter if she is tiny i would advise a daisy rein, or cheaper not as good looking a bit of bailer twine from bit to saddle, till pony learns not to try this, i think ponies do this to small children just because they can, i have gone through 2 generations of small children and seen this many times
