Pony refusing soaked hay

Morning!

My shetland has suddenly refused to eat soaked hay, over these past 3 weeks. The first hay bale my other horse refused to touch it, so that was a rubbish bale. The new bale we've had, he'll eat it dry but not soaked. I soak for 1 hour and give it a good spray off and dunk it. I never re dunk it in the same water, I always change it fresh.
He's a laminitic so I'm a little concerned on feeding it dry. He's in a grass free paddock, I've sent off a hay sample for testing. Any advice will be much appreciated, thanks all!

one of mine went through a phase of ignoring her soaked hay, it definitely wasn’t the bale as my other horse would eat it, and she did this with 3 different bales. told her tough luck and if she was hungry she’d eat it! after a couple of days she admitted defeat and started eating it again🙄🤣 maybe put out half soaked and half dry? then you know he’s definitely eating something, and if he’s hungry enough he’ll eat the soaked stuff

He only had soaked overnight, and left the whole lot. Wasn't a happy bunny this morning 🤦‍♀️
