Pony wont stand still at road junctions, any ideas?

Im riding my friends pony who is 23 going on 6! He is such a fab pony but wont stand still at road junctions or even when you stop to ask someone for directions etc.

Any ideas how I can make him less fidigety(sp) or is he too old to change?

My mare used to be fidgety at junctions, and I started asking her to stop in random places while we were out hacking - to start with just for a few seconds, but then for longer. Just to give her the idea that standing still is a good idea! I think, as with most things - practice is the key! Good luck with it
