I'm sure, although I don't know all the lega ins and outs, that dogs have no pre ordained right to be on a footpath. They are accepted, generally, as a normal thing to be with you but should ALWAYS be under control. I don't know much about right to roam, as we don't have a problem with it here, being all arable.

Electric fencing must be placed a minimum of at least one metre away from the edge of the public footpath including any gates. It must also have the yellow warning signs on it where the public footpath enters the area where the fence is placed and also at intervals along its entire length where it bounds the public footpath.
