POOR PONY

How can it be a civil matter? I wouldn't be happy at the police just washing their hands of it at all.
Surely in this instance the dog was out of control? I can't remember all the different acts etc.

Poor pony :( Glad he's on the mend. Shame on the dog owner for taking off.

A spokesman for Greater Manchester Police told H&H: “Unless the dog is classified as illegal under the Dangerous Dogs Act or is dangerously out of control, it is not a criminal offence for a dog to bite another animal.”

So an owner is unable to effectively control a dog and it attacks a horse (which is essentially livestock) and the police don't think the dog is dangerously out of control

That's surely not right. In many areas it would already have a bullet put through it's head. Bad enough attacking other animals naturally it will be a huge risk to adults and children. I don't know what directions the current officers are reading but it's clear the dictation is by somebody who knows bugger all about anything.

The law has long become a strangulated sad affair, it's main concern pleasing the government rather than helping the people.
