Get this puppy to a responsible vet NOW.
It sounds as though your vet is completely irresponsible NOT doing a quick (10 minutes) and inexpensive Parvo test. One in 20 chance it has Parvo??? Give me a break. What are the other 19 possibilities? If it does have Parvo chances it is putting other dog owners at risk. If you cannot afford to take it to a vet for the test take it to the PDSA. Don't rely on getting a forum diagnosis. Parvo is not guesswork and it is not fair to the puppy.
Also a vet would more than likely recommed a purpose made milk replacer like Welpi rather than goats milk. Goats milk can cause loose stools. And why have they not advised a quality puppy food softened in warm water or milk replacer and offered as a mash to the puppy?
