Potential problem with emissions charges and horse transport

Last night a horse at my yard needed to be taken to the vets asap due to a possible fractured hock( xrays NAD so far good news). We spent over an hour trying to find a box to accomidate the mare how was over 17hh and could not travel in a trailer.

Having phoned about 6 transporters, some were already busy, box too small or done too many hours driving. We got through to one, but they would not come out due to fears that they would be charged with emission tax of £200.

Until yesterday, I had not realised that this potentially could be a serious problem if in an emergency, someone needs to get a horse to the vets! I am going to write to Boris and outline this problem, we may need to start a potition to try and get it scrapped or it could result in a horse suffering.

Whats everyone thoughs on this??

Well the first time you don't get charged, so if it was like a one-off emergency then you would be ok. I've learnt a lot about the LEZ in geography, and because I live in London!
