Although the RSPCA comments....really? Pregnant mares shouldnt even be outside? Supervision, yes granted, but ...OK...
 
Sad, but I don't agree that all horses need to be in a stable to have a foal - yes, perhaps thats the modern way, but the ponies near me all foal fine being tethered. Again, not ideal, and not the way I'd keep a horse.

Not defending this case btw, not if foal had been dead for days etc, they quite obviously were not being cared for, but then the local residents should have been keeping an eye out too imho.

What the RSPCA were actually quoted as saying was she shouldn't have been outside "in her condition". By which surely they might have meant weak and ill, rather than just pregnant?

Just a suggestion.
