Premier Equine Rug combo

I brought a Prem equine rug last yr and used it a bit, but not for too long. this yr she has been wearing it since the start of winter, its the combo rug, however I noticed last week that her widther was going bald and looked sore, has anyone else noticed this????

Ive put a bib on but I need to work out which rug is doing it!

Usually fleece coolers do this...
