Pretending to pick up dog poo

Bloke with two dogs at our local park. Other dog walkers had mentioned he pretended he was picking up poo. Saw it myself this morning, he saw me looking at him because Id heard about this, walked over and bent down with bag walked to bin and deposited bag. After he had gone I went to look, poo still there !
Unbelievable.
 
but what is wrong with people. and its generally blokes! A chap did it outside our house s few years back on the verge.

My husband caught him at it ands asked him to pick it up properly. He thumped my husband.

But its just poo! Its not worth the hassle of not picking it up never mind the health issues side of things. Sigh.
 
That's ridiculous. If you're going to go through the motions anyway it costs you nothing to actually pick the stuff up! I can understand (to a degree) like faffing "looking for a bag" or just waving a bag around a bit until you're not being watched anymore! I mean, also antisocial... but at least a logical evasion. But actually doing the whole palaver just minus the ?? Spectacular.
