Preventing Static from fleece rugs

I got my boy a lovely fleece rug to go under his heavy weight in our last cold spell. He only wore it twice though as it gave him so many static shocks when i took it off. As the temperature at night has dropped again i really want to put it back on him (he really feels the cold as he grows next to no winter coat!). Is there anything i can do to prevent the static?

I had this but fabric conditioner seems to have solved it.
