I think perhaps the cofussion stems from the fact that a lot of people start their search from the point of view of 'what can I pay for a horse' - simply because we then all want to go out and get the best and most suitable horse for our money. For most people, I dont think this means that they'll then go see any old thing just cos it is in their price range. But I can see your point, presumably it reduces the likelihood of timewasters, just having a look cos the horse is cheap... I still hold that it might also put a lot of potentially good buyers off though, simply because they DONT want to be timewasters and assume a POA horse is out of their budget.
