My pony has recently been brought into work after the winter and we've started to go on hacks to get fit, normally around big fields with small amounts of road work.

I've noticed now that he chews the bit all the time non stop. Teeth have been checked 2 wolf teeth removed. But he continues to chew. He's in a normal egg butt snaffle with a running martingale. I've also noticed that when I'm riding him and he's distracted by something I can't move his head to distract him, just doesn't seem to notice i'm pulling. Does this mean he's too strong for the bit or is there some underlying problem? And if its a bit problem what new bit should I go for??

Chewing the bit like that doesn't necessarily mean teeth issues. I noticed this in my mare just last month and the first thing I did was check her saddle. Sure enough, it was starting to get a little tight. Saddle changed, problem gone.

There can be many reasons so don't just stop at the teeth. Get everything checked before looking further.
 
If no instructor then I suggest before you go any further down the investigation line that you arrange a couple of sessions with a good local one. They will be able to see what is going on and point you in the right direction.
