We have seen a property with house and 12 stables and the details describes it as private equestrian use,so does that mean we could not run a livery service from there? if so can you go for change of use and how hard is that to obtain?

yes, that's what it means. you can apply to the council for permission to change it to commercial (liveries etc), but that ups your rates, obviously. as to how hard it is to obtain, it depends on access, neighbours, etc etc, very hard to say. the best thing would be to have a chat with one of the area's planning officers about it.
