Not surprising - Scandinavian countries have already done similar, I noticed because they counted the cavalier on their hit list! There will always be unscrupulous breeders

The Germans are putting in loads of laws pertaining to dogs breeding/husbandry, some a bit extreme, the AR lobbyists are very strong there.
