Protecting hedges from horses

I am hoping to plant a new hedge along the edge of my horses' field in November. It will be behind a post and rail fence, but they will still be able to reach the plants (mostly very young hawthorn). Does any one have any tips on how best to protect it from horses?

I think a strip of electric fencing would be the best bet.
