If a public liability insurance policy is taken out, is the horse only insured if it kicked a car while hacking for example if the named policy holder is riding or would it cover anyone riding with the permission of the named owner?
 
An extract from the BHS Gold membership insurance ts&cs.

This Insurance shall also provide indemnity to any person given permission by the Insured to use the Insured's Horse or Horse drawn vehicle normally in the Insured’s custody.
Provided always that such person shall as though he or she were the Insured observe, fulfil and be subject to the terms, Conditions, Limitations and Exclusions of this Insurance.

This is very good cover, up to £20 million, but it doesn't apply if you are paying the person who is riding or handling your horse. That's a whole new ball game.

It my understanding it does cover you for claims from a third party who incur damage by your horse when it's being handled or ridden by people being paid , but it does not cover the person themselves .
 
In that case, if my horse was to injure someone, could they claim off my insurance?

If someone was riding or handling the horse with your permission and the horse injured a third party then my third party would cover it if a successful claim was made against me .
