pulling a doble sided mane!

Just another 'complication' with new horse!

He has a mane that can fall on both sides - it will stay on one side if brushed and wetted, but if he shakes flies off etc, the top half then flops over to the other side of his neck.

Do I brsuh it over and do it from one side, or allow it to divide and pull on either sides?

Train it to lie to one side (the right is the correct side) BEFORE you think about pulling. The weight of a longer mane will make it more likely to stay where you want it longer, and train it to lay over. A neck cover (fly rug for example) helps if you lay it with a brush before the neck anchors it in place.
