Putting weight on a pony and what about this winter

This is a problem i have never faced!
Our pony is 13.3hh welsh x type fairly fine, She has always been fat even last winter she was over weight. In the summer she gets sooo huge she has pads of fat- its disgusting but due to health issues she cannot be exercised so its very hard to keep the weight off.
This summer she is in a paddock with no grass (pretty much no grass at the yard at the moment in any field due to no rain)
She gets fed a bit of happy hooves and a handful of nuts just to give her medication. People have been commenting on how well she has looked recently having got to the perfect weight however i think now she has dropped off too much, she will come back into work soon and i dont want her to be too lively for my daughter as she can be a handful anyway.
I thought...
1. Sugar beet- but am worried about laminitus as she is on steroids
2. Bringing her in for the afternoon with a good hay net- but she suffers with breathing problems
3. Just extra feed which may mean extra energy

Whats best?

Then winter- at my yard they can live out as grass keep in paddocks which become very muddy (she gets mud fever)- with hay in the field or they have very restricted t/o if she is a stable horse- last year she lived in much of the winter but this causes problems with energy, money and breathing- I dont have time to ride her everyday so being in is a bit unfair but she far prefers to be stabled....help please!!!
 
For winter ad-lib hay/haylage is always a great way to keep on the condition without causing a huge amount of extra energy, and for coughing just make sure she has plenty of fresh air and ventilation in her stable with damped down feed and as non dusty bedding and hay that you can get your hands on. That's all I can offer at any rate :) Will watch this thread with interest. Good luck xx
 
Oh, and if hay makes her cough, maybe switch to haylage or soak your hay? Haylage I *think* has a little bit of extra sugar, and soaking hat takes away some of the calories unfortunately but could you add some chaff to her feed as well? xx
 
Thanks- I steam her hay as she wont eat soaked and i have a haylage phobia!

The winter question is more if i should bring her in or leave her out? If she is in its really IN maybe a few hours a week out but its what she seems to like although its no good for her!

She is incredibly wet and dirty and costs me a small (well big) fortune in bedding which tbh i struggle to afford
