Query - is this an extra rein on driving harness?

This is a screenshot from a video that popped up on my Fb feed, whilst I'm familiar with some harnesses can anyone identify what the strap/chain is that appears to go from the rein at the collar ring, through the clip on the throatlash and then down to the bit/noseband area. Not seen this before and assume its a device to keep the neck bent?

It’s a bearing rein, looks like might be attached to main rein though rather than fixed

Side check. In theory, they're supposed to be a kinder version of the bearing rein, but the idea is the same - stopping the horse from dropping their head too low, and therefore creating a higher-stepping trot, preventing them from going for grass, and so on.

In the US, they're required tack for some showing classes I believe.

I read Black Beauty as a child and believed bearing reins to be cruel, which they are if set high for 'show', but they prevent a horse from getting reins tangled in shaft tips or pole head, so used properly they are a safety device.

I remember arguing with my carriage driving instructor about bearing reins when he said they were accepted part of turnout and I said tell that to Ginger!

I have the fittings on my harness for it , mainly because my harness is imported American draft harness, never used the bearing side rein though.

This is an interesting explanation, and one of the comments at the bottom which refers to an old book from 1810's is very interesting.

Having seen the video now it isn’t fixed and is attached to the main rein
