Query - is this an extra rein on driving harness?

This is a screenshot from a video that popped up on my Fb feed, whilst I'm familiar with some harnesses can anyone identify what the strap/chain is that appears to go from the rein at the collar ring, through the clip on the throatlash and then down to the bit/noseband area. Not seen this before and assume its a device to keep the neck bent?

Side check. In theory, they're supposed to be a kinder version of the bearing rein, but the idea is the same - stopping the horse from dropping their head too low, and therefore creating a higher-stepping trot, preventing them from going for grass, and so on.

In the US, they're required tack for some showing classes I believe.
