I've just brought a new horse off a dealer, the ownership has not been changed since 2007. So my question is how do I change ownership if I don't have the signature of the seller. Also the agency who issued the passport has ceased trading. Is it legal for me to just get a new passport issued from another agency?
 
It is an offence to obtain another passport for a horse that already has one, so if the passport matches your horse and you believe it to be correct then you should not obtain another one. If you have concerns that it does not match your horse, then you should contact your local Trading Standards Office for further advice.

Which PIO (passport issuing organisation) issued the passport? If they have ceased trading, one of the other PIO's will have taken over the admin of their passports.

There would also be a cost in obtaining another passport, as the horse would have to be microchipped by a vet.

you just need to find out who is administering those passports now. I have bought several horses where no new owners details have ever been added despite me knowing several owners the horses have had I have ever had any problem getting them put into my name.
 
Look on NED. They have a list of all PIOs. If you are still not clear then you can always email NED who will advise what to do
 
I phoned DEFRA up when I bought a horse with a passport that was from a PIO that had had its license removed. DEFRA told me the address of the PIO that had taken it over.
