Where, in the handbook, or on the website, is the list which states how many points you get for your % score? For the purpose of qualifying for the Regionals for prelim specifically.

Can't find it anywhere.

Page 20 in the 2015 rule book:

Grading points
Horses are graded on a points system. Points will be awarded against the percentage
achieved in accordance with the scales below:
60-61.99% 1 point
62 - 63.99% 2 points
64 - 65.99% 3 points
66 - 67.99% 4 points
68 - 69.99% 5 points
70 - 71.99% 6 points
72% and above 7 points
For Preliminary Restricted classes “Prelim Points” will be allocated to the same scale as
all other classes. Prelim Points are for qualification purposes only and do not count
towards the upgrading of a horse.

Don't forgot scores of 65% and over only count for Regionals
 
Scores needed for points to count towards regionals will depend on level and section:



Level min %
Preliminary Silver 66%
Novice Silver 66%
Novice Gold 67%
Elementary Silver 64%
Elementary Gold 66%
Medium Silver 63%
Medium Gold 64%
Adv Med Silver 63%
Adv Med Gold 64%
PSG & Inter I Gold* 63%
