Quick bit of advice plz

2 yr old NF filly. 13hh ish. Lives out 24/7.
Friendly, easy to catch.

BUT, has got a new 'nasty' habit. When you go to my other mare she seemingly gets jealous. Other mare is number 1, and I like to do other mare first to keep the pecking order in shape. Filly comes to you, doesn't like being 'not fussed' with and will turn her bum and reverse into you. I don't trust her not to buck up, as don't trust the way her ears go, but she isn't angry, (so Im sure it isn't in a lash out kick way) just wants some attention - I think! - Or a bum scratch, perhaps... but I'm in 2 minds about that!
Anyway, I've done the 'ggrrr - get on with it' voice... makes her step 2 feet forward. Then reverses again. I have done the chasing away once, which worked wonders for 3 days.. I had polite filly back. Now she is reversing into us again...

Do I keep with the chasing away - as in ''horse punishment'' or do I get tougher, take a lunge whip and wave that - tap her on bum if needs be, to install my message?
 
In my opinion the youngster's bad habit needs to be nipped in the bud now before she starts thinking she can get away with it. I wouldn't reward with a bum scratch, that's reinforcing bad behaviour. I'd be as firm as required to stop her from doing that, so if voice doesn't work I'd start taking a schooling whip down to the field.
