I would assume they mean that they think the price set is reasonable, but if anyone really wants to sell then they'd be open to a bit of bargaining.

I always make an offer, after all, why pay, for example, $600 when they will accept $400?

Never any harm in making a reasonable offer, the worst they can do is say "No"
