Well, they're 3ft3in high, and just as wide, so your pony probably won't be able to see over the top of them. Whether he'd be able to jump them depends entirely on how realistic you want your book to be.

they are leaning so easy if you are going forwards but with a shetland it would probably be a bit much for serious riding. obviously if it was the way out of a skinny paddock and there was a field of grass the other side it would be no problem whatsoever

So Yes in a Pinch BUT Not a Good Idea as Too Big Really.....

The Shetland hurdles that they use for the Shetland grand national are wee brush fences. Actual bug racing hurdles will be far too big.

There would be a danger of a Shetland getting his legs tangled in them if he didn't quite reach. The Shetland GN have a solid base and brush on top.
