Ragwort!!

Can anyone give me some advice on the law regarding ragwort?
I have my own field for my horses and before I grazed them in it I dug out all the ragwort, and check it every day for new plants growing.
however, the surrounding fields are full of ragwort and foxgloves, and are grazed by horses and ponies, as well as foals and yearlings.
My concern is that it will spread into my field, and despite all my efforts every year, I will still have to dig out double next year?! Also concerned for the horses grazing the fields.
I'm told that landowners are required by law to control ragwort. Does anyone know more about this? Many thanks.

It is infuriating to work hard controlling the weed on your own land only to have seeds blow in from next door.
Also your neighbours horses are under a death sentence--BHS have leaflets you could post through their door and if asked your local BHS Welfare volunteer would visit your neighbours to advise on removal
