I would suggest that you contact the ILPH (International league for the Protection of Horses) as they are the most capable organisation to deal with equine welfare matters. Phone their welfare hotline and explain the situation. They will send one of their inspectors round to take a look at the pony and have a diplomatic chat with the owner and possibly the farmer. The ILPH have inspectors all over the country and will be only to pleased to assist in any welfare issues. Most their inspectors are ex-police officers so are quite capable of dealing with these problems.
