Re-steaming hay? Possibly silly question.

Horse has asthma so I've been steaming a small net of hay for in the trailer. He only travels a couple of miles for a lesson so doesn't always eat the whole lot. Silly question, maybe, but
a) How long does steaming effect last? (ie Would it still be OK the next day after it'd dried?)
b) Can it be re-steamed once it's dried?
To be safe, I've been trying to only steam the right amount or throwing out what's left but I've been wondering if this is necessary.
 
We always threw left overs away and only fed it freshly steamed.
I do however remember looking to buy a one net travel steamer which involved a canvas bag instead of box for the hay and that did say that you could steam at home and carry it in the bag for later use. This implies it's ok to feed later on to me?
Once it's dried though it's not going to be suitable for an asthmatic.
