reaction to fly bites

I have a horse who has come in from the field covered in lumps about the size of a 10p but. i think it is an allergic reaction to a fly bite - it looks horrid and i am unable to ride.

Can any one suggest any remedies without going down the road of steroids from the vet?
 
Is he scratching them? I would keep them cool and bathed and try something like witch hazel in the water you rinse them off with maybe... the only thing I can think of that helps reduce inflammation apart from the over the counter stuff you can buy for humans? Try some bute too.
Are you sure they are fly bites? A few of my horses have got that before when the weather turns, as they go out in their medium weights as it is freezing when I turn them out and when i get them in the day has warmed up considerably and they have a bunch of heat lumps that sound like what you are describing... which i treat by keeping them on the cool side and they take a few days to go away.
