I have acquired a blue ride-on fly rug from a fellow (enabling) HHO member. Now I have to somehow attach “police box” signs to the sides and tail flap.

Any ideas, clever people?

It’s a good thing my horse is good at hacking solo.

Do you mean blue and white chequered tape?
Or an actual written sign, ‘police box’?
If tape - needle and thread,
If something heavier, or that won’t wash well - Velcro to the back of the sign and also onto the rug, so you can separate for washing. And needle / thread to secure both pieces of Velcro to their respective sites.

Velcro? Then you can separate it all to wash it?

Or you could hand-sew them on but it might take you a while)

If you’re looking for a less permanent solution then tie wraps & a hole punch / pair of scissors?

Let's be honest, I am trying to make the horse look like a TARDIS. Like I said, I do enjoy hacking her alone. I'm pretty sure other people, including my husband, will pretend they don't know us.

I want the wee sign on the top of it along the sides of the rug, and the white sign on the tail flap.

Please tell me you'll get the little light to fix on top of her head piece (or your hat) a well! Perhaps play TARDIS noises from your phone when you appear around a bend.
Oh and "Exterminate! Exterminate!" when you see a rogue dog approaching.

What, bigger on the inside than appears from without?
I thought your mother was already casting aspersions about the mare’s size, no?!

I'd check etsy and the like for custom embroidery patches (I've no doubt someone will happily do some big horse rump sized ones!) and then depending on how permanently affixed I want them to be, I'd either stitch velcro onto the back of the patch and onto the rug, or just stitch directly to the rug itself. At least by stitching you know there's no glue to melt in the heat or when you wash it.

If the rugs mesh is a bit too gappy to stitch on to, I'd make a sandwich of patch/velcro-rug-backing fabric and stitch through all three.

Velcro is a good idea. All velcro is not equal though as you may already be aware Super strength grippy would be best.
