Rearing and bucking in-hand

Can anyone help please? After having an op that resulted in laminitis and many months of box rest, my boy is now allowed to do short walks in hand but he's bucking and rearing at every opportunity. He does go out on restricted grazing but due to the wet weather that hasn't been very often in the last few months- so he's a bit of a coiled spring, which is great as it shows he's feeling better but not good for leading in hand!

Vet suggested Zylkene calmer but it didn't help at all.

Any suggestions greatly received. Thanks.

Ps. He can't be lunged due the lami and rotation.
 
One of mine was a nightmare to inhand walk - even when sedated he'd suddenly snap out of it every now and then. I ended up sending him to a yard with a horse walker so he could do his walking on there without hurting anybody!
