Recommendations for a breakers?

My mum has a 13.2hh ex-RSPCA cob. He was backed about 18 months ago then turned away.
Did develop ulcers but treated and scoped clear and had a vet check and otherwise fine so got the green light to crack on.
He’s one of the sharp cobs not the plodders.
She’s looking for somewhere to send him with a small quiet yard and rider to bring him back into work and get him going under saddle.
Ideally around the North Shropshire area, has anyone got any recommendations please?
