Registering an imported horse with BD?

I have a PRE coming over from Spain that I hope to do BD with. He's only young, has never competed in Spain and is no further on than Prelim level in his training. How do I get him assessed for competing BD? I've been told I could pay and accept him getting 75 points but I'd rather he started off with none if thats possible?
 
How old will he be when imported? I think that is how they decide on the points. If you think he is given too many points, I think you can pay for someone to assess and then the points may be removed
 
If he is 6 he'll be given 160 points...

You can either downgrade him, in which case the points he'll get will depend on your rider group, or you can get him assessed. I'd strongly recommend the latter, as if you ever sell him and the new owner wants to downgrade him, he'll be treated as if he had had the 160 points again, so they'll be in open sections only of Prelim, Novice, and Elem, even if they re-downgrade him.

You need to read the rule book, rules 14,15 and 16 (http://www.britishdressage.net/Rule Book/Rule Book 2012 FINAL Print Copy 23rd Sept.pdf). I've copied the bit on assessment out for you:

If the owner wishes an imported horse’s level of training to be assessed, this must be done between
first registration and the first competition entry. He/she must contact the Dressage Office, to make
an appointment for the horse to be assessed. A horse which has been assessed does not carry the
restrictions imposed by downgrading. The cost of assessment is £75. Assessors should not assess
horses that are known to them, eg. horses the assessor has previously seen in a training or
purchasing/selling context.
