I found this document a few days ago. http://www.horsedata.co.uk/LiveryYardsLiabilities.htm
I don't like the "No win no fee" rule as I believe it is encouraging everyone to try and claim.
If I was paying for full livery I would expect to turn up to a place that was 5 star with high security, immaculate kept yard and boxes, post and rail fencing etc, etc.
For most of us that isn't an option and so we use diy livery. Each one varies tremendously, I have been on one where was told it was very much diy as in clients were responsible for getting water to the field which was over 100m away from the yard. Large deep holes in the yard covered by pallets, fencing- was checked for the horses that were on grass livery but for the stabled horses if you found a problem your best bet was to do it yourself. But it was a large, friendly, cheap yard .
Another was immaculate, everything was well maintained but it was a lot more expensive because there was a manager employed. It was a lot smaller than the previous one. As I was sharing I didn't have to pay for it.
Common sense needs to be applied, if you are paying a pittance imho then all you should expect is safe and secure fencing around fields with a form of shelter either man-made or natural and a good uncontaminated water supply. Anything else is a bonus! If you want all the bells and whistles then be prepared to pay for it!
