restoring saddle

I've been loaned a lovely saddle that fits my horse really well. The only problem is that the seat panel has turned cloudy grey with black spots. It looks as if it might be something that's gone wrong with the oil/saddle soap on the leather rather than the leather itself (a bit like the cloudy white marks that water makes on waxed floors).

The owner says the damage was caused by water/rain and has been there for ages. Can anyone suggest a way to make it look better that doesn't involve taking the saddle to bits.

Not really sure there is anything you can do. Try cleaning it as normal, but if you oil it, it will just make your jodhs dirty.
