Riding / Driving on Expressways - is it legal?!

Just wondering where the law stands with regards to riding and driving (a horse, not a car!) down expressways - both in the slow lane and on the hard shoulder?

I've seen a funeral procession on the expressway with a horse & carriage, but i'm not sure if they will have had a special licence??

Someone said that it's only motorways that we're not allowed on, so although it might be dangerous, there isn't anything illegal about being on an expressway. Is this true? What about the hard shoulder?

There's a great notice on the dual carriageway A27 in West Sussex, not far from Findon - "No horse or carriage racing on road". I think that the tradition used to be on a certain summer's evening the travller community would gather at this spot to race light carriages against one another. Do they still?... Who knows? ...

But this is obviously a bit different from a sedate funeral procession.

A horse or horse drawn carridge can be ridden/driven on all roads apart from motorways. Under certain circumstances the local authority can bring in a local byelaw to prevent it.

However it would be dangerous and I would have thought that if it was done then they should be accompanied by either an escort at the rear or even a police escort so as to prevent an accident occuring.
