riding hats for small children

Can anyone recommend where to look for hats for my twin girls? Althought they are not anywhere near the riding stage yet they are just starting to walk at the age of 14 months and as I run a livery yard for aprox 45 horses I would like them to become accoustomed to wearing a hat whilst around the horses, although I can't find anyone who stocks them small enough!!! Help!

I had a total nightmare trying to find one for my little girl - she has such a tiny head, even as a 2 year old. In the end i got her this...

and then got my local tack shop to fit it with some padding strips (cost me about £1.50)
