Riding School Licence - or not?

Several of us have been discussing the need - or not - of having to obtain a Riding school Licence. The person enquiring wants to offer donkey rides at a charity event. She is aware that she needs Public Liability Insurance, but none of us can agree on whether or not it is a legal requirement to have to Obtain a Riding School Licence. Can anybody help with DEFINATE answers please.

A few years ago we got round it by offering FREE pony rides at a school fete. But we charged a pound for the carrot which you bought to reward the pony after the ride.... Made £110 on the carrot stall...

We checked with the school PTA's insurance first and they said they were happy with that! So worth a call to insurance people first?
 
I am sure that with all the insurances, licences, etc. needed to run anything like this, that soon anyone will be deterred from doing anything whatsoever.
