The world has gone health & safety mad.
Soon we won't be allowed with 100m of a horse unless we're wearing hats and all over body protectors. Riding is a risk sport, horses can be dangerous. We all take a risk everytime we step into the stable or the field. Adults should be free to make their own decisions and children should do what their parents tell them and if they can't be trusted to do that then their parents shouldn't let them out unsupervised.
Personally I always ride with a hat - that's just my choice and most of my riding is done out and about not in a school. I never ride in a body protector. I would only wear a hat loading if I knew the horse was likely to throw a wobbler. And I never wear a hat to lunge but I always wear gloves.
I know plenty of people who ride hatless or compete in beaglers - I never say anything... it's entirely their choice. If I was riding hatless and some do-gooder came up to me to point out the error of my ways I'm afraid they wouldn't get a very polite response.
