. I am simply saying that not every child is unable to balance at 1 or 2 years old; and I know my child was not an exception, actually way back then, she was pretty normal as all my friends children of the same age were doing the same thing.

erm hold on a minute back tracking here for a mo - you said the husband is with her and helps her get on...... so he could in fact look after the baby .... so this is not so much the need to ride as a conscious decision? So we may be looking not at thoughtlessness but hot-housing, of some sort?

Well maybe you could say something to her? Ask her what she would do if the child fell out of the pouch or if she were hit by a car or if the horse slipped and fell on them. Maybe trying to come up with scary outcomes is the way to have her weigh up the risks a bit more, rather than calling social services or suchlike.
I remember a good few years ago when an EX friend of mine used to strap her baby with its harness to the saddle and lunge her youngster with the baby attached!!!!!!!!!!

Completely off topic, but what evidence are you basing the "certainly" dont start at sizes for ages 3 or 4 years? Thats a rather random statement. My children were both fitted for hats at the age of 1 year -18 months with Charles Owen hats at the local saddlers.
Sorry, haven't read through the whole thread so may be repeating things here. Firstly, as far as I know it is still illegal for a child under 14 to ride on the roads without a hat, however I do think reporting to the police is way over the top. Is this woman still carrying a one year old in a front pouch? Surely that would be very uncomfortable for mother and child. I used to ride a bike with my son in a carrier on the back from the age of about 2. He always wore a cycle helmet though and I never went on the really busy roads and most importantly my bike was unlikely to spook.
I totally see where the OPs concerns are coming from but not sure what she can do about it as calling social services seems to be over reacting. Perhaps if several people on the yard mentioned to the parents in a friendly manner that this practice worried them it might just make the mother think twice.
Not 100% sure on the legalities here, but isn't being on a yard without a hat for child an infringement of the law as far as insurance purposes go for YO.
As for old horses being safe, yes i trust my old boy with my life, a rocket up his arse wouldn't spook him, but he did trip one day went down on knees and i went flying over his head!

You're right, it was sweeping rather than random though and based on the fact that I haven't been able to find one to fit my 2yr old.
QR - I would like to know out of all the "fish wives" llo how many rode their horses when pregnant? no difference IMO. Her child she can do with it as she pleases.
I'll also wager that loads of people on here have sat on their horse and had a child come up with them, sitting on the saddle in front of them, for a little walk around the stableyard - I have done that.
