Don't think you do - members just get a reduced exam fee I think.
That's what I remember from mine anyway!
ETS: just looked at the application form, there's options for BHS/RC members/under 16s/non-members so no you don't

No, I'm not and I did mine last month! Am member of a riding club though so maybe thats why.

They're getting together a group at RS where I keep my horse but no-one seems clear on the details! Will do it if not too expensive. Didn't want to add to cost by joining BHS as no intention of doing any other exams.

No you def dont have to be a member I wasnt and did mine, seemed pointless at the time as I had done stage one and didnt need to be member for riding and road safety.
Best of luck anyway, I had a very naughty horse on mine as the person who did theirs before me made my horse explode, so trying to keep in a walk was difficult as it kept fly bucking down the road, I did keep it in control in slow motion and to the side out of the way lol.
And was commended on how calm and how well I handled the situation
