RSPCA calls

I heard on the radio this morning that places like the RSPCA are having alot of calls (too many) from members of the public concerned about horses being out in fields in this cold weather/snow, especially without rugs.
We have only had around 2-3cm of snow yesterday and it wasn't even that much in the fields so I am surprised to hear this in my area.

Anyone else heard anything like this?
 
BBC breakfast did a report this morning from a sanctuary / rescue place up in Durham. They were talking in general about taking care of animals during the cold snap, but they did have an un-rugged horse in the background, and made a point of saying he is un-rugged because he doesn't need to be.

They also said the RSPCA is receiving on average 25 (I think) calls a day about horses and all generally are fine and in no trouble.
 
Unfortunately because many people rug their horses unnecessarily, the general public have got the idea that all horses should be rugged every time they poke their noses out of the stable door.
