RSPCA - what rights do they have?

near where i live there is an old man who keeps atleast a dozen horses on a poxy little paddock all year round, the poor things are always in bad condition and really skinny, knee high in mud. the amount of people who have phoned the RSPCA over the years is unreal, but everytime they come out they say that they've got hay and water so they are fine!!!
 
No the RSPCA have no rights to enter anyones property without permission. Only allowed forced entry with police presence.
Personally would not let them anywhere near for any reason.
have regularly taken in rescue animals and been reported by exliveries in the past. Was weaning a foal 2 yrs ago which we were hand picking grass and mixing with its hay whilst he was stabled to try and get it to eat (was born in the field,never been stabled before)...RSPCA inspector warned me after neighbour phoned her up and said i was feeding grass cuttings ... insp words to me were "i have been told you are feeding a foal grass in a stable is this correct"... i replied well yes ! ...received a written warning to the dangers of feeding a horse grass!??
If you feel you are being harrast by them contact SHG (self help group ) - search on the internet SHG RSPCA.
They are professional legal advisers, and people ho have had problems with them in the past, giving free advise and support. hope this helps
