Rubbed skin on horse

Hi everyone, I have been struggling with my grey pony he is fully clipped and my boots have rubbed his skin. I have been putting cream on it and I purchased a belly band to help. I’m wondering if it’s worse this year as I bought some new boots around October time. The problem is he doesn’t like the belly band at all. I think he feels restricted with it.
Obviously next year I will leave some patches of his coat for more protection.

My question is is there anything else I can get which will protect his skin whilst I am riding him seen as he really does not like the belly band.

I have no experience with this but I wonder if spraying the area with mane and tail might help to prevent rubs? (Assuming it’s just the hair that’s come off and there isn’t any broken skin).
Have you tried riding in different boots? Maybe you could put something over your boots to prevent rubbing until the hair grows in?

For hair loss, I really rate rubbing cornucrescine hoof ointment into the skin to help it grow back, although you wouldn’t want to do this before a ride
 
I've had this happen when I had long boots with a zip in the wrong place- the current pair zip up in front which solves the problem, although new boots is an expensive way of solving it!
As SpotsandBays suggests, could you cover over the part of the boot that is rubbing?
 
I was thinking would an old pair of soft socks work over my boots that’s the only thing I can think of! His skin just got very pink all of a sudden. The pinkness of the skin has gone down rapidly and it doesn’t look as bad now. I just don’t want him to be uncomfortable.
 
I tend to use a bit of Vaseline on the patches 5 mins before I ride. It encourages coat growth and helps prevent rubs without damaging leather.
