Rubbing through Snuggy Hood...

When it was really cold, B had his HW outdoor rug with neck on, his snuggy jams (fleece) and a snuggy hood on. I kept all these on overnight for a weekish - checking and taking off rugs to groom and check him over. He has rubbed both his shoulders bald (not sore, just no hair!) I thought SnuggyHoods were ment to be anti-rub and not do this!!
Is there anything I can rub on his bald patches to help with regrowth?! Progain?? And what should he be wearing to stop it worsening??

I posted on Vet posts about a very similar thing... although my girl had just rubbed ALL the hair from her shoulders and back end under her HW rug, a lot of people said that I could try a bib/vest but that sometimes they still rub away hair. I have changed her rug to a medium weight one and put sudocreme on her, she's not so bad now but still bald!!
