Rug chest expanders (for PE rugs)

Hiya posting this on the offchance that somebody has found a chest expander that works really well for PE turnout rugs? I've just bought one off Kramer which has the right fittings but obviously the velcro on the front of PE rugs goes right to the bottom (which I'd sorta forgotten about) & of course the expander is far too short so you get left with an awkward gap at the bottom. I probably could make it sort of work by sewing extra velcro onto it but does anyone happen to have found the holy grail of one that is actually the right shape for the rugs to start with (really wish they did their own & would happily pay through the nose for one as will cost me far more to replace all the rugs that are just that teensy bit too tight on the chest for the fuzzball, not surprising really as the orange one whose rugs they were had nowhere near the neck & chest on him that the fat beast sports). Another random thought but alternatively
does anyone know of anybody who might be able to make me something from scratch?
