Rug Neck Cover

My cob was clipped at the weekend and it's now bitterly cold. He's wearing a 220g rug turned out 24/7 and feels warm under it. My question, should i add a neck cover/will it make a significant difference? Or am I just being an over protective horse mum?
 
Is he a good weight? Is he fully clipped? Does he have a full mane? Does he have hay/haylage available 24/7? Is there some form of shelter in his field, ie thick hedges, trees etc.? Is there sleet forecast in your immediate area? The answers to those questions should inform your decisions. If you don't have any concerns about him maintaining weight, there is some form of shelter available, he is not hogged and has access to ad lib forage then personally I wouldn't add a neck cover unless there is some other factors you haven't mentioned.
 
He is hogged, a good weight, healthy and well. He has a shelter and natural shelter, and loads of hay. He has a hunter clip, legs on, half head. Thank you, I think he will be ok ?
